JUST SO YOU, THE TAXPAYER, KNOW.........

There may be questions out there because of a recent article in the Pike Dispatch newspaper.  Below is a letter that was read, by the Treasurer of Delaware Township Volunteer Ambulance Corps., at the Delaware Township bi-weekly meeting on April 25, 2012.  This letter will hopefully answer any questions that you may have regarding Delaware Township Volunteer Ambulance Corps. and our practices.  If you have any further questions, please feel free to call DTVAC at 570-828-2345.  Leave a message and we will return your call as soon as possible.

Last May we (Delaware Township Volunteer Ambulance Corps.)  applied for a loan of $160,000 from the Dime Bank for the purchase of a new ambulance. The bank asked for a copy of our financials and our 990’s from the previous year and in a short time we were granted the loan because of the viability of our Ambulance Corps.

Shortly after, the township received a substantial amount of money from the cable franchise and was deciding where to put this windfall.  We decided that we would put in a request for a donation of $85,000 to put towards our new ambulance. We were eventually granted that request.  We came to numerous workshops and meetings and the request was tabled a number of times.  Mr. Ryan finally told us we would receive the money and also requested a copy of our financials and 990's along with a letter stating that we had no liens (which was provided).  When asked by Mr. Ryan how  would he know where the money went, Ginny Grieco (current President of DTVAC) told him that she would take the check to the Dime Bank and pay down the loan and bring him the receipt.

Our accountant was working on our taxes so it took a few weeks (to get the paperwork to the Township).  I submitted those financials and 990’s to Mr. Lee (of the Township) who then requested copies of cancelled checks for the last 3 years. After consulting with our attorney, I was informed that due to our
EMS affiliation that I would be breaking HIPPA laws and that it was an unreasonable request.  Why was money to be given to Safe Haven and Delaware Township Volunteer Fire Department yet they did not have to submit like documentation?  To my knowledge there is no policy or procedure in the supervisors handbook that shows this to be procedure.

We (DTVAC) as a board talked this over and decided we would like to rescind our request for this donation and put an end to this witch hunt. Especially since we were also told by numerous people that we were not going to get the money anyway.  Contrary to your quote in the newspaper Mr. Ryan, we have been a viable company for 37 years without your help and we will continue to be for years to come.  On behalf of all of our volunteers who serve their community selflessly, we appreciate your support.

New Bleeding Control Techniques Coming to Pike County EMS Units

Dingmans Ferry, PA - Starting April 1, 2011, Pike County Advanced Life Support will introduce hemostatic agents to all of its emergency response units. These agents primarily used by the US Military are designed to help prevent severe blood loss in patients who suffer severe bleeding in any extremity.

This groundbreaking technology uses naturally occurring, inert minerals to activate the human body’s own clotting factors; mobilizing the body’s natural coagulation cascade, helping form an active, natural, and stable clot thus preventing severe blood loss. This treatment is applied through dressings and bandages impregnated with the blood-clotting chemicals.

Currently, Delaware Township Volunteer Ambulance Corp is scheduled to also begin using this treatment on patients starting April 1st. Over the next year, PCALS will offer training to other local ambulance services that wish to carry this new treatment.

Pike County ALS and Delaware Township Ambulance will be the first services in the region to offer this new treatment. This treatment regimen is regulated by the regional Department of Health EMS Council, Emergency Medical Services of Northeastern Pennsylvania based in Pittston.

Funding for this program is through a donation from Good Health Pharmacy located on Route 739 in Dingmans Ferry.

This treatment is in addition to other types of bleeding control products carried on PCALS units including commercial tourniquets that were introduced in October 2010.

PCALS is a non-profit organization providing paramedic services to Blooming Grove Township, Delaware Township, Dingman Township, Greene Township, Lackawaxen Township, Milford Borough, Milford Township, Palmyra Township, Shohola Township, and in Wayne County, Hawley Borough and Palmyra Township. Donations can be sent to P.O. Box 384 Dingmans Ferry, PA 18328.
